Local Level Awareness and Preparedness for Emergencies
Phase I
For raising awareness and building local response capacity to emergencies and disasters.
Step 1. Prepare the intervention; where a Baseline is elaborated for the selection of beneficiary communities.
Step 2. Inform and raise awareness among the community and its authorities; with the purpose of obtaining consent and multiplying the effects of the Program.
Step 3. Characterize the context and participatively diagnose the local risk, through the Identification of hazards, Vulnerability Analysis, Capacity Recognition, Risk Estimation, and Vision with risk reduction, allowing the elaboration of the Participatory Risk Diagnosis document.
Step 4. Strengthen local capacities and organize the community for risk reduction, in topics such as: First Aid, Fire Prevention, Emergency Evacuation, Recognition and Identification of Hazardous Materials, Contingency Plan, Early Warning System, among others, for the training and equipping of Community, School, and Emergency Response Brigades.
Step 5. Strengthen local institutions as part of the Civil Defense Platform.
Phase II:
For the creation of coordination spaces and updating of local response plans.

Step 7. Evaluate local response capacities through the conduct of a General Evacuation and Emergency Drill.
Phase III:
For institutional strengthening, participatory planning, and evaluation of local response capacity.
Step 8. Strengthen coordination capacity by creating the APELL Coordination Committee to achieve responsible self-sustainability.
Step 9. Improve the capacity for planning and integrated response by conducting the Integrated Emergency and Disaster Response Plan.
Step 10. For the institutionalization of risk reduction processes and capacity strengthening in key actors.
Step 11. Strengthen the capacities of transporters and rescue teams in the implementation of the Integrated Emergency and Disaster Response Plan.
Step 12. Evaluate integrated response capacities.
